Summary Summary

The course will follow key elements of the recently updated Green Book. The Green Book sets out HMT’s framework for Appraisal, Evaluation and Business Case Development. The course will support attendees in applying this guidance to real cases they are working on, helping them develop the skills needed for production of effective business cases.

The three-day course combines ‘workshop’ and ‘surgery’ activities, with learning on key issues that need to be considered in the development of a Business Case. Over the three days of the course the learning activities will be focused around the ‘live’ business case that each attendee has been tasked with developing. Attendees will gain insight into each stage of the process of business case development; and be supported in applying this learning to their specific business case [ideally the focus will be on ‘substantial’ business cases that require a significant spend, with the team providing some direction on aspects of the business case that might not be needed for development of less ‘substantial’ policies.

The session will be led by two highly experienced tutors. Our teaching staff have experience leading large scale evaluations across DfE, MoJ, MoD, DWP, HMRC and BEIS. Working with departments to develop this evidence for policy appraisal; engaging in spending review debates and delivery of sessions for the Treasury on the use of evidence and analysis in policy development. We also have extensive experience of business case development across various UK and overseas government departments, overseeing delivery of strategic and economic cases for many large developments, using the five case model, alongside the structuring of commercial, management and financial cases.

This course is designed to give practical support alongside an understand of the principles. The sessions will have no more than 20 attendees, with many activities carried out in groups of 3 or 4 – grouped according to the types of business case/appraisal, attendees bring with them.  We can also offer a departmental/ team version of this course, please contact us for more details.

Prerequisites Prerequisites

The course will be particularly useful for those engaged in spending reviews and is delivered by a team who have detailed experience of the approaches taken by departments and the Treasury in this process. Whether you have been tasked with development of a Business Case for the first time, require a refresher, or have a particularly challenging case to take forward, we will support you in development of a specific case of your choosing.  The business case that attendees bring along, can be at a later stage of development, but ideally will not yet be fully formed.
